Here's your answer. Vanilla townies fake claiming power roles so that they can keep the real power roles alive is a legitimate strategy because it helps to keep power roles alive. If the mafia believes the fake claim by a vanilla townie, they will NK them because they want to NK the power roles first. It's how I tricked you and your team in Arrested Development by trying to seem like I was the cop. You bought it, then Spacedaisy (the real cop) outed you all and solved the game. Remember that?
