After Radiohead, I wanted to make a game where the mafia team had a shared pool of abilities, rather than everyone being assigned their own ability. I'd also just kind of always wanted to run a general Elder Scrolls themed game, and the idea for shrines jumped out naturally to me as a thematic fit ...
