There's a clear relationship between the two that can be and has been statistically evidenced on at least two Mafia-dedicated websites (this one and Mafia Universe). It's not a law that highly active player = town player, but it's a general trend. There may well be a high activity mafioso or three in this game -- the current lead wagon would be an example if it proves true.
A reads list with nothing but the game's most active hunters and highest post count player as mafia reads is a bizarre reads list.
It happens enough that for any particular game you shouldn't just automatically decide to not bother looking at the top posters.
