It's not. Early in games and phases, I do not often use my vote to indicate suspicion. I use it as a marker to identify who/what I'd like to put some focus on. Nobody was talking about Delta. So I put a vote on Delta so that we could all engage in some conversation about Delta.

It is very reasonable to assume that the rest of the players are in a parallel thread called "East Facility". Sure, we don't know that that's what it's called. But it's the most intuitive name for us to assign to it while we're here.
