The issue is the number of players. It’s easier to guess how 12 players may be aligned, because there are only a small number of viable possibilities. With 19 there are numerous permutations that could work.

15:4 or 14:5 or 14:4:1 or 13:4:1:1 or 13:3:3 or 12:3:3:1 or [etc]
