why is c4 any less random?
c4 is somewhat random too, but I think he's more likely to be either a wolf or NPC over town as opposed to hollowkatt which I can see either three ways.

i can’t really see c4 as anything other than an NPC, or at least not enough that it feels worth using a lunch there today
