We have no federal cases in Britain. Or maybe they all are. We don't use that terminology though, but I've heard it in movies.

Do you have Federal Courts in Wales? A Federal Case would be a bigger deal than a local case. Not sure why, maybe the feds have stiffer penalties? Its a common phrase where I grew up.

My reasoning is that, if the majority of players are civvies, then the majority/average action taken is most likely to be civvie. It's not perfect, but it's playing the odds.
