Role-claiming is allowed; is Ability-claiming allowed? Is that the same thing really?
The case you just described is an especially tricky one. Fortunately it's rare for two abilities to collide like that. If it happens I'll likely proccess them both (delay the roleblock and make it happen in the following day).
Role claiming doesn't actually make sense since there are no civ roles. Ability claiming is allowed. The point is having a game where you can't win by just mass claiming, but you can still try to claim and see if you can get anything from it.
