This game follows the first two rules established here. Regarding the cycle times, that’s directly contradicted by the text on the main forum page describing what Heists are.

I’m assuming that 24/24 phases are kosher, but if they aren’t, I have no problem with changing them to fit the guidelines.

Listed nowhere on any guidelines is anything saying that you have to have lynches or standard win conditions.
