In my other site we regularly have games with 70 players that nobody minds because they never last more than 15 day phases. There are multiple kills every cycle. It's made to be a fast game.
I've noticed the Syndicate tends to have some traditions that make games less kill-happy, like forcing factions to alternate kills, or having civ killers be one-shot. This is nice if it's a <20 player game. With more players you need to accept you are dealing with hard role madness and design accordingly.
Anyway, just my two cents.
I don't think either is bad, but I do get that some people get listless in the face of a lack of kills. I've always preferred setups with a little survivability, but there's no doubts it leads to some phases with malaise.
