You just said why and then stated it isn't good enough. Meh. That's all there is to it. I think given the state of the game it's as good a reason to townread someone as any.
I mean Porscha said everyone had them as top town and you seem to be framing it more like "well the game is a circus so I guess we'll just throw this slot into the town pile for having good tone".

I was unaware everyone had her as top town or that she thought that. I have her as in my top tier of town just for being a productive member of the game while it was floundering tbh.

While I agree Porscha is town, and her productivity is a big part of my read also, I find this description of the early game..."floundering"...performative.

As tho you're making the early game state out to be dire, so that Porscha's contributions are more magnified for you to make this TR.
