I just wanted to post here that I decided to update a few things and this is just documenting the changes.
-The Parity Cop is being changed to a Delayed Cop. This is mostly so that Copycat can actually use the Cop ability. This also means that the Cop gets information 1 phase faster and allows it to help Mafia find SK should they get it as well as adding the possibility for Neighborizer to get information from the Cop before daystart.
-The Delayed Coroner is going to also be losing the Delayed modifier. Due to the Cop changes I don't want 2 information roles waiting a while to gain information and Coroner itself does not really need such harsh restrictions for the information it provides. It was originally given this to give Mafia and SK some counter play to a Town Neighborizer + Coroner combination, but ultimately I don't think it is as strong as I initially made it out to be.
-The Roleblocker is going to be changed to a 3-Shot Jailkeeper. I thought about it for a while and realized that with only one Doctor it may be too hard for a SK to survive if they get the Doctor with them being a large target and no other protection. The solution I came up with was to add a second healing capable role to possible ease that tension should it happen.
-The 2-Shot Trapper will now also roleblock the player attacked. Trapper is not innately a weak role and can be strong if used correctly, but I wanted to give them a little bit more power since it would feel bad to predict an opposing factions actions but they still go through.
I also will be clarifying a rule now that I don't think was made obvious.
For the Non-Consecutive Poisoner, since the poison target is announced at the start of the day they can try to poison on consecutive nights IF their poison fails due to a heal, immunity, or roleblock. They cannot try to poison if the Poisoned player was lynched (not that this is expected to ever happen).
However, for the Roaming Copycat they cannot under any circumstances attempt to copy the same player twice even if they got roleblocked or their target altered. The Copycat does not know how their ability failed or even if it did fail so they cannot try to target the same player twice. That being said the Bus Driver can change the copy target and make the Copycat possibly copy the same player twice or more.
Another note about Copycat, when they chose to try and copy the Bus Driver they can submit a 3rd target, if their copy target is altered to not the Bus Driver then the 3rd target is ignored.
Additionally no roles can self target. this should be obvious, but in case it wasn't things like Bus Driver cannot swap themselves.

Gamenotes:
1) This will be a 12 player smalltown game where the role of every play is public knowledge, but the Mafia and SK are randomly distributed
2) Roles will be assigned using a lottery system, the details on which will be revealed when the game is ready to start, but the highest your position in the lottery the more likely you are to get the role you want
3) After everyone has chosen a role they will receive their alignment, nobody will know their alignment prior to choosing a role. There are 8 Town, 3 Mafia, and 1 Serial Killer
4) The SK after receiving their alignment can chose to 2 modifiers from bulletproof, strongman, innocent, or ninja
5) Mafia members must give up their normal ability's action to kill
5b) The SK can kill and act at the same time, if they chose Ninja (Tracker/Watcher immunity) the kill will not show up but their normal action will. Likewise if they chose Strongman and get roleblocked their kill will go through but not their normal action.
6) Player alignment will not flip when they die
7) Days will be 48 hrs and nights 24 hrs
