I have a civ lean on Creature because his groaning about being bored and multiple posts also happened in another game where he was civ. He also did the multiple posting early on in a game where he was bad but there was a difference that if you don't mind I'd like to keep to myself for the time being.

But I find that players who are making excuses or complaining about things a lot of them turn out to be scum. I'm not positive if this is true for him; it could be his personality. It’s a contrived case but I think I lean subtle Town on Owner for it because anyone willing to place a vote on a ping when there’s more damning evidence against me has a decent mindset about it.
