Assumption: Don doesn't want to change votes often because that increases the probability of voting for the traitor.
Problem: Cops can use that fact to spot players who are hesitating to change votes. Therefore more likely to be Dons.
Solution 1: Everybody avoids changing votes unless necessary so we cover the Dons.
Solution 2: We all coordinate so we all vote for every single player one after another. Therefore both Traitors are triggered and the problem is eliminated.

Yes they are changeable, but since mostly here they aren't I've found people less likely to switch votes even when they can. However, I believe Ika came from a culture of voting alot, so I don't find it scummy. Though keep in mind votes are changeable here; You sound like you're coming at this from where I am and yet you're playing down how indicative of scuminess (read: badness) it could be.
