If I was town there I would accept the bargain and turbo the 3P the next day without mercy. Yeah town should pretty much ~never help 3Ps out unless it really really benefits them for seriously low risk. Open setups might work for this scenario, maybe. The issue I think was the trust and assumptions town made of the set up
