My assumption was that cover roles would be same nationality as their actual claim.

Before the clarification I assumed that only alignment checks would be considered clearing

i THINK scum hally would only have motivation to do this play if they were the last remaining member of their team, and thus wanted to conceal the fact that they performed the nk without blatantly implicating themselves by killing colin

i'm not sure it's a good play for scum hally to go for otherwise
