Its possible the message is broken up into chunks that are shifted differently. That, or my tired brain is seeing inconsistencies where they don't exist. The lone "p" at the end of the fourth line would seem to indicate that P is likely "A" or "I" but the rest of the message makes no sense with either shift.

One assumption we can safely make, one of P or Q is a vowel.

The word near the end ~pq~, the only reasonable consecutive consonant possibilty is ST, but there is a solo letter P near the top (probably an A anyway), so we can assume that one of P or Q is a vowel.

In fact, I wouldn't be surprised if MP gave us the letter A to start with no matter what, and set the shift based on the letter we gave him.

Also, the capital L at the end of the sentence in the second line is intriguing.

There's gotta be more than one shift, and we need to figure out where to break it up.

I tried this and I don't think it works. The 16th word, first word of the second sentence, is ~p~. Shifting that 16 gives us ~F~ which doesn't seem to fit anything.

I think THIS makes sense because...

looking at the word P~L, the possible combinations from my above list are D~Z, E~A, H~D, N~J, and O~K.

H~D is easily the most probable of these combinations, making THIS a decent assumption.


So my thoughts are that P=H, Q=I, and L=D, so SHIFT = (-8)

I take that back, that starts too many words with the letter I for practical purposes.

I'm putting a lot of stock into the ~PQ~ combination.

I still think there's a very high probability that the code switches throughout the puzzle or else we'd have made a lot more progress.

I want to say you're right, but I don't see any indication for switching in the puzzle. I want to think the numbers listed have something to do with it.

It looks like to me the (~) delineates a list. Right before the (~)s begin there is a colon, and a list of things many times is preceded by a colon.

As my previous suggested indicated, I think that is the proper shift for this line. Therefore, I think that each line will be shifted the designated number.

That would make line 9 full of a bunch of three/four letter words that start with Y and end with Z, so maybe not
