i have two reads on the possible gamestate

1. there is a wolf under pressure and wolves are inclined to build a wagon to make sure they don't go over (in which case it's possibly more scummy)
2. there isn't and any wolves creating pressure are just doing it for the sake of it with less actual urgency to get people on the wagon

it's just hard to tell and i thought the risiinq wagon felt the least relatable and possibly wolf motivated but i'm biased by my own personal read and lack a strong enough feeling to push hard on it rn

motivation died soon after when i realized this was too much
