I believe that in the first world town is actually the uninformed majority and are told as such. mafia is the informed minority and are also told this however, in the second world / core roles, whatever you want to call it, mafia is the uninformed majority and town is the informed minority this is ...

Our core role is mafia so we're going to begrudgingly make an attempt to get a better grasp of this game. Not ideal for us but we'll do what we can.
