The reasoning that they are less likely to be mafia because mafia "aren't doing anything" to save them. As if mafia would be making a coordinated effort to save them. Reasons to not do so include not giving yourself away, already voting elsewhere, or not being around.

I don't specifically remember, but I guarantee there are many games in the Syndicate history that would display that behaviour. I'm just not into that deep dive with 9 minutes remaining. Or, probably, other times either.
