His defense for not being Penguin is that he wouldn't be that nooby, I disagree I think it is more likely he is the Penguin then not.
He has to be alive at the end of game to win, we are then letting one cop loose, plus Typhoony's job would be to get us to end game ASAP, that means he isn't siding with the civs and it would probably be easier to win with the mafia. Leaving him alive is dangerous as Mac said the longer he is here the more powerful and dangerous he becomes. I think he would be a good lynch candidate today simply since the Penguin isn't pro civ, and could in fact do more damage to the civs then the mafia.
