The behaviour you described that Jay is exhibiting in this game I would deem not useful and scummy. You also say that Jay is a valuable asset if civ.

I'm saying that Jay, when civ, is an asset. so having the monk vote insurance is worth it. If Jay's behavior is actually sympomatic of mafia fatigue and nothing else than it's still better to keep him around than not.

also consider that jay was the second highest mentioned player during Epi's excercise. A tie between Jay and iron dwarf this phases is an opportunity to find out if Jay can be trusted, and at the same time confirm gwilikers backstory power claim. If Jay is civ then he wins the tie and iron dwarf loses one of his two lives and then things just continue.
