I also think that the tie-breakers decision depends on where he votes, else it would be a sepperated EoD ability and here it looks more like a passive.

The real Junko did. “Junko” that was killed early by Monokuma was Junko’s sister impersonating Junko. I’m assuming Monokuma is played by the real Junko and “Junko” is played by the ultimate soldier sister with the former being basically mafia and the later being basically town.
