Why is that?

They handled me exactly the same at one point, and wolves have to REALLY overcome their nature to do that. If one sees another wolf case Falcon (partner) then vote a town on a weak case they do not say "hey I know, I'll make a case on Falcon and then vote on that same town, just like they did." Like, they CAN, because WIFOM, but it comes very unnaturally.
