They still search, the unless they get lynched is in reference to, for example, if the 3 remaining members found each other, they wouldn't keep sending in PMs since the 4th was lynched. They can't be NKed until all of the living members have BTSC.
Yes, Railroads work by increasing in value for each one you have ($25 if you have one doubles to $50 for 2, $100 for 3, $200 for 4). If one of them got it and none of them had BTSC, they would get $50 per instead of $25 (with only the first $25 being listed if either property were landed on so as not to out them). Works similarly for civvies, owning the property of the one you start with in the event a teammate dies lets you get double rent if both/all 3 are together and build on them when you want (the doubling not showing up again to keep from outting you, if one of them was purchased in a post lynch and not traded. If it traded hands it would show up, but that's also the case for the railroads). And to be clear, the trading/selling of properties is all anonymous unlike the bidding. Say player 1 gets Short Line at the end of this bid, and then decides they want to turn around and sell it, they can do that ask another auction, setting whatever minimum bid they like, or just request offers, or if another player wants to ever put an offer on it, they PM me what they'll pay/trade/some combination (specifying what property your after rather than which player you think has it is fine), I PM that to Player 1, etc. It gives some creative work-arounds for trading properties to keep things from being obvious if you're so inclined.
