If we catch Monokuma and he doesn't leave the game, then we identified Monokuma but he will have a night to recruit someone.
But at this point we could roleblock Monokuma and nothing would happen?

I also think that the tie-breakers decision depends on where he votes, else it would be a sepperated EoD ability and here it looks more like a passive.

I feel like she might be an anti-town indie though. She has her own agenda. Also it's been a while since I played this game but I thought she controlled Monokuma.

The real Junko did. “Junko” that was killed early by Monokuma was Junko’s sister impersonating Junko. I’m assuming Monokuma is played by the real Junko and “Junko” is played by the ultimate soldier sister with the former being basically mafia and the later being basically town.
