I think the only strong mechanically strong mafia ability was jpic's "treacherous duel" ability or whatever it was called, which allowed him to also eliminate his opponent if he was executed.
I think everything else was mechanically null, town just had to work around it. If anything the abilities were inversely proportional to town's competence - that's probably why they seemed so broken this game. I think that's the mark of good design though... if we played well then the abilities would not have been effective at all. Town just refused to coordinate and come up with solid plans to deal with these mechanics.

JPIC has essentially forced our hands into choosing between them, which means if we agree with the answers to the questions above, we have no choice but to accept JPIC's decision on the matter.
Just because you can doesn't mean you should.
On the other hand, silencing is a pro-Mafia mechanic in almost every scenario, and I'm not altogether sure I buy the "There's a secret benefit to it." I don't even make civilian silencers anymore.
The fact is we've been dealt two names to choose from, and one of them is someone whose skill set doesn't make much sense coming from a mafia member. The other one does.
And at the end of the day, if we lose, I get to blame JPIC.

For what you're saying to be true he would have to have 3 abilities: 1 - create 2 person hood; 2 - inverse vote mechanic; 3 - create 3 person hood that controls the vote.
Nobody we've seen thus far has more than "base ability + kicker". I don't see how you can tie "inverse vote mechanic" and "3 person control hood" into one kicker.
I'll clarify that I'm not actually advocating for TSP to be executed any time soon. I mostly just wanted to get the theory out in the wild because I can imagine people clearing TSP for using what is at its core an anti-town ability that should never have been used if he's town.

Having the marks today be you and jack again guarantees that at most they'll have you in contention for a mark chop. Worst case situation is the mark on you is real, you're town, and jpic is mafia and we lose.

You're focusing too much on what is currently happening this game instead of whether it makes sense from a design perspective. But let's be real, I don't think this mech discussion is very productive.
A question for you now. In the neighborhood, who was being discussed as the execution target? If jpic is mafia, I'd give a stern look toward the person who was being discussed as well as the people in the neighborhood.

I actually wasn't going to use it at all at the beginning of the game. N1 I sent my mana to kylemii, Jack and 112. But then Guillotine continued to be Guillotine so I used my ability in a pro-town albeit toxic way. a. That somewhat implies you knew he would be alive today (not necessarily), but you wouldn't silence someone you expected to be dead.
2. The second sentence implies you wanted to silence Guillotine twice in a row. Why would you want that?
a. You said you chose TSP because you knew he wouldn't be as affected. Did this reasoning equally apply to Guillotine?
b. Why did you quiet Guillotine, someone I have trusted?
c. You pretended to not understand the mechanics behind quieting Guillotine, and from what I can tell, you didn't do anything with that as a civilian might in order to catch opportunistic mafia. No, indeed, you just said you wish you could target Guillotine again.

And then dunya revealed the neighborizing thing so I figured there wasn't much downside to silencing that slot. There is an upside to the silence which I won't reveal yet, but I will say that I wouldn't use it on anyone who I feel would not be able to contribute positively to the town if they were silenced, because I do realize that the negative utility of my role outweighs the positive.
I pretended to not know what happened to Guillotine if he broke his restriction because I thought he might lie about it. So yes, I did try to catch opportunistic mafia when the opportunity presented itself, although I only thought about that question right before I posted it and even if Guillotine is/was mafia I don't know why he'd lie about that. Even now though I can't think of a solid way to catch opportunistic mafia with a silence.
I'm going to ignore the rest of your questions for now, sorry. But please do trust me when I say that I wouldn't silence people for no reason.

jpic had already had a wagon on him and was actively being discussed as an execution option. He also never had a vote on him to save him on d3 (unlike Wilgy, who was voted by Jack at one point).
