Likely false. The only ones with that concern would be Hubologists and Arroyo.

There's this "one member alive" rule, where they can let a person live and still win so long as that person isn't Enclave.

Most likely the vast majority of non-town enemies for players that are alive now are likely at 1 member or less.

Especially due to the JJJ mod-kill and the destruction of Vault City.
