Like if there exists a living hubo then yes, any living arroyo need the slaver to die (or the hubo). This is a decent reason for a hubo to not claim. However, I suspect any arroyo in the game will not make it til end of game

Btw, I'm not sure if the wolves can really risk choosing their kills based on TvT factions.
Some factions have vote manipulation abilities, if they have the roles. I did an investigation much earlier in this game and there are like a million roles for town that can affect votes, and the only scum-vote effects are slaver and vault city....for which Vault City has already died.
