I used Excel to create my Luigi picture and Publisher to create the TMNT pic. Otherwise I just freestyle in Paint as well.

I've used Gimp for some of mine but I don't really recommend it as a program it kinda sucks/is unintuitive and I only use it because paint.net isn't available for mac -- if you're on windows I highly recommend paint.net as a sweet free photoshop alternative (used it way back in the day to make cool banners for LP, I miss doing that kind of art)
